When building statblocks in LOR, enemy defence, DC, attack rolls, saves, checks and damage bonuses follow a recommended linear scaling. This is recommended only for enemies you intend to be a challenge or greater,
3 + (party level/10) rounded up, + party level

Obviously different types of enemies have different statblocks, and as such a guide on how to modify it is as follows. You take the recommended bonus and modify it as such
Type | Power | Use When |
-8/10 | Extreme Weakness | Only when a creature is much much worse than expected |
-6/-8 | Major Weakness | Only use on very specific scenarios |
-4/-6 | Significant Weakness | Use for highly specalised creature, e.g the insight of a insane barbarian |
-2/-4 | Minor Weakness | Use for Specialised creature Weaknesses |
2/-2 | Average | |
2/4 | Minor Strength | Use for Specialised creature strength |
4/6 | Significant Strength | Use for highly specalised strength, e.g a legendary rogue’s defence |
6/8 | Major Strength | Only use on very high end scenarios such as the athletics on a dragon |
8/10 | Extreme Strength | Very Rare use case on extreme scenarios, recommend to pair with major or extreme weakness |
A Power Score is calculated by the following assuming you follow the modifier table for stats.
Power Score = Level x Actions/2
Thus a party’s power score is = to their level x 1.5 x no in party
Actions
To ensure one side does not fully control the action economy. Use the Power Score formula to give bosses more actions. If a creature has 4 or more actions, it is recommended you split them into 3/1 or 2/2 action splits.
Encounter Difficulty
Encounter difficulty | Power Score Delta to Party Power Score |
Very Easy | = - Party Power Score/2 |
Light Challenge | = - Party Power Score/4 |
Challenge | = - Party power score/8 |
Equal opponent | = +- 1 to party power score |
Extreme Challenge | = +Party Power Score/5 |
Near impossible fight | = +Party Power Score/3 |
