THE GREAT ARCANE ORDER


Fearing the weaponisation and the spiralling out of control nature of magic following the early days of its Empire, Rodan’s leaders commissioned its greatest mages to form an order. It’s goals were as stated


  1. To research and learn more about magic and its intricacies

  2. To establish a set of laws, rules and regulations to prevent magic from being used in an unsafe and dangerous manner

  3. To encourage and spread the usage of magic in a safe, sustainable manner in which it is not feared and miused


The Great Arcane Order started out as a small group of mages and a single small wizard tower. Through extensive networking, magic went from being small local communities of simple spellcasters at best or outright criminalised and villanised at worse to being something widely respected and legallised. Originally enforced by Rodan’s formidabble military, overtime, the order grew its own enforcement mechanism. 


The great arcane order grew incredibly powerfull, and became a tool of Rodanin influence. No nation had the capability, expertise or experience in managing magic that the order had. For this, nation’s often sough the order’s help which made their influence as well as Rodan’s, grow stronger


However, their rising power and influnence soon came into conflict with Rodan’s Senate and a decision had to be made. 


Thus so did Emperor Federick the III create the Arcane breakaway decree. Formally declaring the Rodanin goverment seperate entities from the Great Arcane Order.


This however actually strengthened the order for now it was no longer tied to Rodanin Politics ans decisions, it now grew at an incredible pace, spreading to dozens of nations and kingdoms. It offered insight into magic, gave regulations and opened schools of magic. 


Many nations who had been plagued or struggled with the increasing number of magic capable individuals were incredibly happy to accept the scholars and advisors of the order and soon it spread to all over Allurian. 


While no longer part of Rodanin governance, the Rodan government was and has been the largest contributor in external funding and it’s an open secret the founder nation holds sway and influence among the order. 


The order is responsible for numerous magical treaties agreed upon in Allurian that restrict and dictate magical usage that is deemed legal.


In many great crisis such as the Great Alliance Wars aginst Vecna or Sogomere, the order proved to be one of the glue holding the different nations together. With many of their mages trained in the great arcane order’s doctrine, it was one of the easiest element to coordinate among forces.


The great arcane order also provided invaluable research and knowledge on these elements as well as helped introduce legislation in many nations in order to help detect and remove cultist and necromancers. 



STRUCTURE


It is easy to become a member of the great aracen order, one simply needs to pass the fifth class basic mage examination, an exam any simple mage can pass. 


Many young wizards who are taught through the great arcane order automatically take and easily pass this test. From then on they will become a registered member of the order.


The Great Arcane Order then procures tests from 5th to 1st class mage examination which judges and classifies the skill and power of mages. 


For members who wish to be part of the order, there are applications to gain the following ranks.


  • Honorary Member(4th class)

  • Senior Mage of the Order(3rd Class)

  • Exemplary Mage of the Order(2nd class)

  • Archmage of the Order(1st class)


Members of this are expected to play crucial roles in the order, be it teaching, research or other oled as laid out.


The order is ruled by a council of five archmage ofnthe order, three of whom are elected, two of whom are chosen by the previous non-elected member. Election is done by the mages of the order. Where honorary members have a vote, seniors have 3, exemplars 5 and archmages 10.

Cidan Treaty of Arcane Warfare

The treaty has been written nearly a thousand years ago, despite that it has revised twelve times and remains a key part. It limits the weaponisation of magic and usage of it in many cases.

LIMITATIONS OF SPELLS



Spells that cause unnecessary harm, suffering or permanant damage are banned. The lost has been revised and shortened and most of its spells are already banned, this include hexes and necromancy spells.



WEAPONISATION OF MAGIC


One of the order’s most extensive ban is on use magically powered weapons.  


The key criteria is that weapons that exist must be capable without the enchantment or that the enhancment must be tied to a spell.


This is generally a very wide category that is often vague and can be resorted to interpretation. However one of the key points often cited is


  1. If its a weapon without magic its fine

  2. If its a magical item that allows to users to cast spells  its fine

  3. What is not allowed is the usage of magic to directly power weapons. While considered very difficult and nearly impossible to directly extract raw arcane forces into a weapon. Several wizards have realised its possibility and grave direct with direct arcane weapons.
